Conclusions
Non-parental supportive adult relationships may represent a protective factor for promoting contraceptive access broadly for youth with child welfare involvement and may be particularly helpful for subgroups experiencing even deeper gaps in access (e.g., males, minoritized youth).

Abstract
Despite disproportionate rates of childbearing among youth with child welfare involvement, few studies have examined whether this population receives contraceptive information and knows how to access services. This longitudinal study examines responses from 245 youth with child welfare involvement (i.e., youth with an open child welfare case due to maltreatment) before and after the transition to high school. The same youth were interviewed at the end of 7th or 8th grade and roughly 2.5 years later about whether they received contraceptive information or education, if they knew how to access contraceptive services, if they received services, and sources of that information/services. By 10th /11th grade, most participants reported knowing how to access contraception and over half of females had received contraception. However, 18 % of females and 54 % of males had never received contraceptive education or information by 10th/11th grade. Schools were the dominant (often only) source of contraceptive education or information for males, while medical providers and schools were more common for females. Males were less likely than females to receive contraceptive education or information, know how to access services, or receive services. Contraception was perceived as, and in many cases was, accessible once youth were in high school. However, contraceptive information and education was received late and was incomplete for many youths irrespective of biological sex; for males, it was often never received. Implications for adults working with this population are discussed.

Conclusions

Research documenting the impact of abortion access has focused on abortion providers and to some extent, those seeking abortions. However, there is little information about how social service providers are navigating pregnancy-related discussions with clients. Given that social service providers are often working with people who have experience historical and systematic oppression, it is critical that they can provide accurate information to clients.

Abortion is, and has been, a difficult topic for social service providers in Texas. Changes in policy to restrict abortion have clearly affected social service providers’ work as well as the lives of their clients. Confusion resounds around what resources are available, what is legal, and what information social service providers can legally provide to clients. This confusion, along with lack of guidance within their workplace, has contributed to a general code of silence around the topic of abortion. Additionally, resources are scant and reliable information supports are difficult to identify in the new landscape. Despite this, social service providers appear to be navigating policy changes to continue to provide informal information about abortion and continue to stand in the gap for clients when needed.

Introduction

As we move into a post-Roe v. Wade reality, it is imperative that social work educators and professionals become proficient in the realities and ethics of adoption. As legal abortion becomes increasingly unavailable in the United States, some anticipate that the number of domestic private adoptions will increase. However, social workers and other social service professionals should understand that adoption is not the simple substitute for abortion that some purport it to be. Rather, it is
a complex pregnancy option that has lifelong implications for all members of the adoption triad (i.e. adoptees, birth parents, and adoptive parents).

Abstract

Children born to mothers in foster care have increased numbers of reports of alleged abuse or neglect in comparison to children born to mothers who are not in care. The present investigation leveraged unstructured, case narrative fields in child welfare records to enhance knowledge about Child Protective Services (CPS) involvement among children born to mothers in care. A content analysis was conducted to assess reasons described for CPS involvement among children who were (1) born to mothers who were in foster care on or after the estimated date of conception and (2) reported to CPS during the first 3 years of life. The present investigation builds upon a prior Latent Class Analysis that identified classes of children born to mothers in care who were at varying risk of CPS involvement. Thirteen mother-child dyads from each of the three distinct classes identified in the prior study were selected for a detailed examination of mother and child case records (N = 39). Findings show class membership varied based on the mother’s earlier experiences in care and reasons for the children’s maltreatment report. A lack of placement stability for the mother can have long term consequences for the mother with cascading effects for the children. Study findings illustrate the importance of linking parents to services that meet their unique needs and those of their children. Findings add depth to the understanding of factors associated with the maltreatment of children born to mothers in foster care and demonstrate the importance of two-generation strategies.

Abstract

Youth “aging out” of foster care experience higher rates of adolescent parenting than their peers who have not been in care. Due to their history of maltreatment, high adolescent pregnancy rates, and poor psychosocial outcomes, youth aging out who are parents are a vulnerable at-risk group. This study examines the parenting experiences of 33 youth aging out (21 mothers and 12 fathers) using data from a larger ethnography. Field notes of observation and transcribed interviews of youth aging out who are parents were analyzed using open coding strategies. Findings show parents encountered challenges while aging out and parenting, yet they found joy in their children and strived to be good parents despite having limited parenting skills, few resources, and little support. Desiring a better life for their children and fearing their children would enter foster care, parents were motivated to improve their lives for their children. Implications are discussed.

Our team conducted this PhotoVoice project from January to March 2021. Parenting foster youth and foster system alumni aged 18-26 met for three sessions to use photography to explore their experiences of the COVID-19 pandemic. This photobook was designed as a keepsake for PhotoVoice group participants to be able to share their photographs, experiences, captions, and stories with one another as well as with researchers, practitioners, and policymakers. Names used in the book are pseudonyms.

Overview

As teen birth rates in the general population have decreased, the focus has shifted to groups who are more at risk for early pregnancy and childbirth and who experience greater vulnerability once they become parents. Research has consistently documented higher teen birth rates among youth with current or historic involvement in child welfare compared to other youth, and this has been linked to their socioeconomic circumstances, histories of maltreatment and trauma, and experiences within the system, particularly foster care. Young parents who have been involved with child welfare or in foster care experience greater vulnerability than other young parents, but their new role as parents present substantial opportunities for growth and renewal. Despite that promise, their children experience a higher likelihood of second-generation maltreatment and/or involvement in child welfare than children born to young parents in the general population.

Policies and services for parenting foster youth often target young mothers in care, with little attention paid to young fathers in care. Furthermore, few research studies exist to guide practitioners and policy makers tasked with meeting the needs of young fathers in care.

This webinar hosted by The ReSHAPING Network shares key information and valuable insight on fathers in foster care relevant to practice, policy, and research audiences. This webinar also shares: (1) results of a 40-year review of research on fathers in foster care; (2) research on the experiences of fathers in contact with the child welfare system; and (3) relevant research on young fatherhood. This webinar will provide important guidance on meeting the needs of young fathers in foster care who are simultaneously preparing for independent adulthood
