Baltimore Teen Pregnancy Prevention Initiative for Out-of-Home Youth

The programmatic final report submitted by the University of Maryland School of Social Work encompasses the ten-years of implementation and evaluation of the Baltimore Teen Pregnancy Prevention Initiative for Out-of-Home Youth. This was one of eleven programs under Maryland DHMH PREP funding designed to align with the expectations outlined by Congress in the 2010 Patient Protection and Affordable Care Act (ACA). Grantees were encouraged to target their programs to high-risk populations. Youth targeted for this program were those residing in geographic areas with higher teen birth rates, as well as adjudicated youth, and youth in foster care.

The Baltimore City Health Department (BCHD) began implementing the pilot of the Power through Choices intervention in 2012, with training and strategic planning efforts focused on reaching youth in areas of greatest need, those youth in out-of-home care. As the initiative progressed, Maryland also considered the needs of LGBTQ+ youth, as well as the vulnerability of youth in out-of-home care to traffickers.

The findings from each component of the BCHD’s Teen Pregnancy Prevention Initiative for Out-of-Home Youth can be used to develop the evidence base for teen pregnancy prevention, and strategic decision-making to address barriers to successful replication and adaptation of evidence-based programs.
